Abstract
The ongoing political crisis in Venezuela is the cause of one of the most substantial migratory movements in recent history, attracting the attention of academics interested in social-impact. This study analyses the Brazilian Federal Government’s Operational response to receive and assist Venezuelans migrating into Brazil. We develop a process model and a causal loop diagram to explore the relations across factors affecting the Operation and its scalability. The findings highlight the central role of planning and investment for scalability, contributing to reasoned theoretical and practical discussions.
